NHPA Names Sarah Freeman as Executive Director

NHPA Names Sarah Freeman as Executive Director

The NH Providers Association’s Board of Directors is pleased to announce that it has named Newport resident Sarah Freeman as its new Executive Director, effective September 11, 2017.

Sarah comes to NHPA from Safe Horizon—the nation’s largest victim assistance organization—where she served as a staff attorney. As an integral member of the New York City non-profit community, Sarah actively participated in community meetings, bar association committees, and working groups aimed at improving services and increasing resources to victims of violence in New York City. Prior, she worked as an advocate at Voices Against Violence in Plymouth. Sarah holds a Juris Doctor from Hofstra University and a Bachelor of Science in Health: Science, Society, & Policy from Brandeis University.

Sarah says “I am excited to return to the state where I grew up. The members of NHPA are on the frontlines of the addiction epidemic facing New Hampshire. I am looking forward to working closely with the terrific staff at the NH Providers Association to strengthen our representation of members and grow additional services to meet their needs so that substance use providers can focus on delivering high-quality prevention, treatment, and recovery services.”

Sarah’s experience providing both direct service and systems advocacy has heightened her understanding of the challenges that substance use professionals face in providing quality services to their clients. This experience combined with her education and commitment to nonprofit management makes her a perfect leader for NHPA.

NH Begins Its Block Grant Application Process

The Federal Substance Abuse and Mental Health Services Administration (SAMHSA) provides the Substance Abuse Prevention and Treatment (SAPT) Block Grant to each Single State Authority (SSA). BDAS serves as the SSA for New Hampshire and many of the state's prevention, treatment, and recovery programs are funded through the block grant.

The public is invited to comment on the planning and progress of the SAPT Block Grant initiatives.

Site Visit Required for Medicaid Enrollment

The Center for Medicare/Medicaid Services (CMS) defines substance use disorder (SUD) treatment providers as a moderate to high risk provider type. Accordingly, DHHS requires a site visit as part of the Medicaid enrollment AND re-validation process. During the site visit, DHHS Program Integrity staff will examine multiple areas for compliance with the federal and state regulations including building inspection, medical records and provided services review, employee records, and licensure status (when relevant). As part of this site visit, DHHS will be looking for a CLIA waiver from any facility collecting laboratory samples.  CLIA WAIVER APPLICATION CAN BE FOUND  HERE. This is separate process from audits and site visits conducted either by health facilities licensing staff with residential substance use disorder providers or by BDAS staff with its contracted substance use disorders treatment providers.

Please also note that all rendering providers need to file an individual application, linked to your group, or claims will be denied beginning January 1, 2018. The staff at NHPA would be happy to provide further support concerning the Medicaid enrollment and re-validation process.
