Letter from the Executive Director

Dear Members, Community Partners, and Friends,

Thank to all of those who joined us last month for our Annual Meeting. The NHPA board and staff thoroughly enjoyed both celebrating the achievements of the past year as well as planning for the challenges we face going forward. The next several weeks and months will be an interesting and challenging time for the substance misuse provider community.

Tomorrow, Governor Sununu will announce the state's plan for using the State Opioid Response grant funds--funds anticipated amounting to$45.8 million, which must be entirely expended within two years. In addition, the public will have until September 2, 2018 to provide comments to the federal government concerning the changes to the NH Medicaid program. It is critical that providers share their feedback even if you they have already done so on the state level--issues such as provider reimbursement and community/work engagement burdens deserve critical attention.

We look forward to advocating for a strong prevention, treatment, and recovery infrastructure. To that end, I ask those of you interested in being involved in shaping the NH Providers Association's policy priorities to email [email protected].

Granite Advantage Listen and Learn Community Collaboration Sessions

DHHS is offering a series of listen and learn collaborative sessions to help community organizations learn from each other to support Medicaid members in the Premium Assistance Program to Medicaid Care Management (PAP-MCM) transition, as well as the Granite Advantage Health Care Program (GAHCP). The purpose of these sessions is to allow for a discussion on needed collaborations to navigate potential barriers to make implementation of PAP-MCM and GAHCP successful.

NH LADC Board Adopts New 400 Rules as of 6-14-18
Updates from their August Board Meeting

Newly adopted Rule Alc 404.02 requires that certain professionals seeking to supervise CRSWs obtain 6 hours of training in the 4 domains of recovery. In light of the limited number of trainings available, the LADC Board will not be enforcing this rule until 6/30/2018.

Newly adopted Rules Alc 404.01(b) and 404.03(b) appear to provide two separate requirements for the number of hours of supervision required for CRSWs. Until further notice, 404.01(b) will be enforced, which mandates a minimum of 2 hours of supervision per month that the CRSW is practicing.

Licensed clinicians seeking approval to act as supervisors should review the current rules. All requests must include at minimum a copy of the clinicians license(s) and license number(s), resume, and proof of passage of the the current IC&RC international written advanced alcohol and other drug counselor examination, and any other documentation required by the rules.

Policy Update

Application Submitted for the SOR Grant

Governor Christopher T. Sununu has announced that the New Hampshire Department of Health and Human Services (DHHS) has submitted its proposed plan to the Substance Abuse and Mental Health Services Administration (SAMHSA) for the State Opioid Response (SOR) grant. The State of New Hampshire is eligible for $45.8 million over a two-year award period. New Hampshire will create a system of care that streamlines and coordinates services for individuals and their families.

Governor Sununu will hold a press briefing in the Executive Council Chambers at 11:00 am on Wednesday, August 15th, where he will detail the State’s opioid response plan.

Medicaid Expansion Reauthorization Status Update

NH DHHS has submitted its Granite Advantage (Medicaid expansion reauthorization) waiver to CMS and the federal comment period is now open. Comments may be submitted HERE to CMS until September 2, 2018. The full waiver application, including NH DHHS’ responses to the state comment period, can be found HERE. The application includes the elimination of retroactive coverage, work/community engagement requirements, the citizenship documentation requirements, as well as considerations for exemptions. Providers are highly encouraged to submit comments even if you have done so previously. If you have any questions, email [email protected]
